A question heard on the street in midst of the Tshwane unrest has been why Thoko Didiza, a Zulu person, has been sent to be mayor in a majority Sotho area, when it would be unheard of for a Sotho person to be a mayor in KZN. President Zuma has also been accused of having a disproportionately Zulu cabinet.
